
Dealing with people who receive restraining orders remains a challenge.
The National Police Agency says last year it urged 3,271 people recognized as stalkers to receive counseling. Only 5 percent of them underwent continuous treatment or counseling, while 90 percent refused. Stalking activities were resumed by 168 individuals.
Police across Japan plan to try to contact by phone those who have received restraining orders and urge them to seek counseling if necessary. They will also be on the lookout for possible signs of repeat offenses.
